Nineteen of the Russian's twenty-one championships have been achieved on hardcourt
A resurgent Medvedev secured his maiden championship for nearly 30 months with a win over opponent Moutet in the competition final.
Medvedev, a ex- world number one, has experienced a torrid period, managing just a single victory at the major tournaments and undergoing a meltdown at the US Open.
Medvedev's unpredictability on the ATP Tour - and issues with his serve in particular - led to him falling of the elite rankings and eventually splitting with former mentor his previous coach.
Currently working with Thomas Johansson and Rohan Goetzke, he has consistently improved in the recent weeks - climaxing in a closely contested 7-5 4-6 6-3 triumph over Frenchman Moutet.
This marks his initial title since the 2023 Rome Masters and first on a hardcourt since that period of that year.
Victory also means Medvedev has achieved twenty-one victories at 21 various events.
"This marks the first occasion I am participating in a tournament with my both daughters simultaneously, so to win a trophy is really nice," commented ranked player the champion.
"This title is in tribute of my child her name, because the maiden victory I got when my older daughter her name was born was for her."
Medvedev, the past champion, had lost his past six finals, comprising in Halle earlier this year.
The player's counter-punching approach and recurring emotional displays on the tennis court had caused some to doubt if his capacity to perform at the elite level was concluded.
Yet the athlete has altered his approach in the last few weeks, striving to advance forward and play assertively, supported by an improved serve.
The champion recovered from a disadvantage in the initial set against the challenging Frenchman, securing four of the concluding five points to gain the advantage.
The competitors traded break points in the following set before the Frenchman, attempting for his maiden ATP Tour title, gained dominance to force a decider.
Moutet defended 4 initial opportunities in a close deciding set before the Russian won the break to that score to close out the victory.
Appropriately, he secured the win with a point at the net area, with Moutet failing to manage a volley after over two and a half hours.
